Satellite
Communications....
To make the Mobile Command Center operate as
effectively as possible, the communications facilities of the 911
Call Center or the EOC need to be extended seamlessly to the Mobile
Command Center. This permits all of the voice, data, video, and fax
capabilities of the office to be transferred to the Mobile Command
Center giving the field personnel the communication tools they need
to do their job effectively. |

Satellite is an effective way to do this for
several reasons. 1) In a major disaster, cellular or 2-way towers may
be down, 2) the cellular networks may be in grid-lock or saturated, 3)
the disaster may be in an area not reliably covered by cellular or
2-way systems.
There are various levels of capability and services available
depending on the requirements of the organization and the budgetary
guidelines of the project. They range from basic voice only service up
to broadband service with multiple (up to 8) phone lines, live video
conferencing, remote LAN access, and Internet access, all
simultaneously over a single broadband satellite connection (from 128
kbps to 1.5 mbps).
Typical examples of the range of capabilities include:
a) Globalstar Satellite Phone (Handset) used for voice & 9.6Kbps data
into the Internet as a handheld unit.
b) Globalstar Fixed Satellite Phone with roof mounted antenna for high
quality voice service. Up to 3 standard telephones can plug into it.
In a) and b) above, the user would have his regular office phone “call
forward” to his satphone thus transferring his calls to the Mobile
Command Center.
c) Inmarsat GAN Vehicle Roof Mounted Antenna System provides high
quality voice, fax, video and 64 kbps data or Internet service. This
can also be used for remote LAN access back into the EOC LAN. This is
an “on demand” service meaning that you only pay for the air time
actually used..
d) Mobile Ku-band Broadband System provides a single channel that can
simultaneously carry:
1. Up to 8 voice channels as “off premises extensions” of the EOC PBX
2. Fax line
3. High speed Internet connection
4. Remote access to the organization’s LAN
5. Live 2-way video conferencing. Options include use of wireless
cameras from the field back into the Mobile Command Center.
6. Optional high-level encryption of the entire broadband channel with
ALL of the content securely protected.
7. This broadband channel can be landed at a “shared gateway” station
and come back to the EOC via a VPN through the Internet or a leased
line. If the budget permits, a private “base station” can be located
directly at the EOC thus increasing security and minimizing dependence
on Telco infrastructure.
